If this happens on every output device, then I’d recommend exploring the entirety of the game’s settings first, and browsing their forum and support pages or contacting their customer service with the same question, since this seems highly specific to Fallout 76 only.
Perhaps some form of protection was added to the game to prevent changes to its audio.
