On Windows 10/11 the startup shortcut path under %PROGRAMDATA% that you have shared is correct. The shortcut “Start in” folder is also set correctly.
If you run FxSound in “Run as administrator” mode, are the presets getting listed?

Press the main Windows button, type “services.msc” into the dialog search box, find the FxSound service, and change its options by right-clicking it to make it run on startup.

I believe you should be able to do the same inside Windows’ own Task Manager, by starting the service manually, and then adjusting the options from there.
Give me a minute, I’ll try to take and share some printscreens.
Turns out I was wrong about that; FxSound does not appear to be present in the Services tab.
Sorry about that. My mistake.
I did find this advice on controlling startup options in Win11, hopefully there’s something included that you haven’t tried yet:
I checked my startup programs list, and FxSound still appears in there. But the problem still occurs. The presets list is still empty. FxSound Service is also not found.

Yes I can confirm this is work. But when I start my computer, I need to exit the current FxSound, and then relaunch it. So annoying.
