Can FxSound be used to add an Echo or Concert Hale effect, and if so how to do that, I would ideally want something to emulate the behavior of old old Creative Cards

Yes, FxSound can add echo or hall-type effects. You need to use the built-in presets or adjust the reverb and delay settings in the app to emulate concert hall or echo effects like the old Creative sound cards.
