Hmmm … you guys could try a Proxy/VPN to see if you can access the video then and it may give some hints what is not working here.
The Opera browser has a buitl-in full-speed VPN or youn can just google a free one …

I have no idea what’s causing this.
It has certainly been done. If there are regional restrictions, I would mention this.
My assumptions:
- Video settings do not allow public access (limited access);
- Problems with video processing on Google servers (usually, short-term restrictions);
- Something is wrong with the original file (unlikely).
For your part, you can check on another device without logging into your account. Preferably through a different Internet connection.
