Yes, that the panel. It is available on my WIndoes 11 devices that use Realtex audio but is not avalable under WIndows 10 when using FxSound as my image shows. In any event, that panel is buried about three levels down. Controls like Volume and Balance need to be on the desktop from Startup. This is why I ask you to provide this.
The lack of a Balance control when using FxSound is well known and one only has to look further up in the very thread to read of this.
I have just biught a small hardware mixer and a 20-foot four channel XLR snake and I just get what I want with a small hardware upgrade. The mixer will go between my TOPPING D10 Balanced DAC USB to XLR and my JBL Powered speakers. THis will work similar to my real stage sound system. It is a pity because I really wanted a simple software solution. Nobody seems to want to make one.
